Government Factions Government factions can only be created by staff members of Eclipse Network, but they are controlled by a hand picked leader, who can hire his own assistants to aid him in management. These factions receive their funding and paychecks from the government. Los Santos Police Department and Los Santos Emergency Services are examples of government funded factions. Criminal Factions Criminal factions can be created by any player and are all treated as equals. The leader may manage the faction however he wants and may grant other members management permissions.
