Clubs and bars a never open and these properties are never sold when the owners go inactive for long periods of time. I don't think we should take these properties away from these people but I think we should add more business properties, this would create more services for people on the server that would also create more RP with it. I would love to see more entertainment in LS like a movie studio or more bars and clubs or something more creative. But with the lack of properties for sale and lack of businesses being sold it's very hard for these new businesses to start up. I don't know how long it takes for them to actually get the interior linked to the doors, etc... So it could happen very soon, or maybe not, we'll see.
