Issue/bug you are reporting: Traffic light issue with pattern

Expected behavior:  Normal Red/Green/Yellow/Red... pattern

Evidence, notes worth mentioning, steps to replicate: 

There seems to be an issue with the script for some of the traffic lights.
Some of them do the normal Red/Green/Yellow/Red... cycle. But some of them do it backwards Red/Yellow/Green/Red...
Because of this backwards cycle, you can run a Red light unexpectedly, when Green becomes Red without giving you a chance to slow down/stop.
