Lock Cars/Bikes when taking out of Parking Lot

When taking a car out of the Parking Lot, you should I either:

1.  Spawn into the car
2. or have the car spawned, but be locked.

The amount of times I take a car out of the Parking Lot just to have it spawn across the lot and have it get stolen by someone waiting for cars to be taken out is ridiculous and annoying. Don't get me wrong, I understand that cars should always be locked prior to parking them, but it doesn't make sense RPly to have the car "parked into the parking lot" and be safe until the time of taking the car out. In realness, the car doesn't actually disappear when parked in the lot.
