Can't place furniture outside

Issue/bug you are reporting: I own a 3G on Vespucci Canals and it will not allow me to place furniture outside. I have even added myself using the /addpropertypermission and still cannot build outside. I am trying to make two little sitting areas.

Expected behavior:  To be able to place furniture outside

Evidence, notes worth mentioning, steps to replicate: Go to my house and try to place furniture, it won't let you.

@thiggins19 hello, thank you for your bug report, this issue will be fixed in the next server update! This issue is prioritized, because it is a regression caused by the recent update.
