/refuel doesnt cancel up until a new anim or in long proximity

Issue/bug you are reporting: /refuel command works even if you are not near the vehicle and can run around up until you draw a weapon or phone 

Expected behavior:  to be canceled when moving

@Zemaitc thank you for the bug report, there was an issue that prevented the refueling animation from playing, which stops players from moving or performing actions. This will be fixed in the next server update.
