Another idea from me.
I thought about something like uber. Less formal form of DCC, cheaper or more expensive, depends on the uber driver. DCC is pretty much useless, they rarely answer the calls. Is it possible to make a script for uber-like company? Just like the DCC but more like UBER. With driver rating system.
Also if possible, i'd like to be a leader/creator of the Uber company. Just so i could manage it, rules and stuff for drivers. You know what i mean.

I gave 5 people a ride in 30 minutes, they just approach my car (Gray Audi(Obey)), cause it looks like uber? I dont know, but people like the (free for now) lifts from me.

In other words:
Private DCC, customers are rating the ubers, all managed by owner/owner-appointed CEO, Customer picks the uber, not like in DCC that taxi driver picks a customer. Harsher rules for uber, but more customer friendly, with total freedom of pricing for uber drivers. 10% fee to the company. Every uber has to use its own private car, not rented. With the option that customer picks the driver to drive him, we will have a more smooth company that actually responds to calls. And if a driver does not respond while being on duty, he will get fired. How will i know that? From rating, low rating = you're out. A rating with a comment ofc!

DCC does have issues occasionally with available drivers but it all depends on when you play, how many people are on, and how many drivers are on.

In regards to starting an "Uber style" business, you can do that ICly without the scripts at first. You could come up with all the details, information, rules, costs, and concepts then post them on the forums. You could go on to register the business with the government and get advertisements out there through weasel. Once you got it running and going, you could work towards getting a whole scripted system implemented.

In no way I'm I trying to discourage your suggestion, I'm saying run with it in character and get it going first. That way the "demand" for assistance via scripts is higher and has more of a chance to be implemented.

I agree with this but one more thing DCC guys are awesome they do respond when they have got the drivers on duty,  But the massive thing is that they get robbed and kidnapped on a daily basis. So some times they won't respond as they might be traumatised from the last call or they might be training a new driver.
