How did the player break the rule(s)?
Was sitting at Davis station not even looking at my screen when some dude randomly rolls up and I catch him out of the corner of my eye. 
Doesn't say a word, just starts shooting. I don't even know who this guys is but luckily I tabbed in and drove away in time. 

Seen him a few minutes later during a shootout that I assume he was trying to start. He decided to use his LC to flip a Kamacho so he could get advantage in the fight. NRP at it's finest. 

It is clear from the clip that he did this intentionally to get 15 seconds of completely free shooting at me while the car was upside down.

Regarding the first incident at Davis Station, I would like the reporting party's full POV to be reviewed with TAC and microphone audio enabled if possible, as I believe it provides important context. I would also request the passenger POV if available. I do not have POV of this engagement.

This was not a random encounter. The situation had already escalated from a bank robbery where we disengaged and attempted to set up an ambush at Mirror Park. The fight then continued at Juan’s Labs, where both our group and police exchanged gunfire. At that point there was already an active shootout involving multiple officers. The reporting party was responding to that ongoing situation, which can be seen by the backup marker on his GPS approximately 0.43 miles away. From my perspective, he was part of the active police response and therefore a valid participant in the ongoing engagement.

When I saw him at Davis Station, my intention was to get out and issue demands. Before I could do so, he immediately drove away, so I instead shot his tyres in an attempt to stop him from leaving.

Later in the situation, after he had returned in another Kamacho, police were actively pushing us from multiple directions and we were taking fire while being pinched, he was driving his kamacho going slow speeds through the middle of the shoot out. My intention was to use my handbrake and slide across the front of his vehicle to stop or block it. I did not intend to strike the side of the Kamacho or flip it over. The collision was not the outcome I was aiming for.

After the collision I got out and opened fire. If you review the reporting party’s footage, you can see that while the Kamacho was upside down, my shots were hitting the roof of the vehicle rather than damaging the occupants. I only began hitting the reporting party once he had exited the vehicle.

From the footage provided, neither occupant appears to be talking in game during the engagement. As both were involved in an active police gunfight, I believe they were likely communicating over TAC. I would like this to be reviewed alongside their full unedited POV and passenger POV if available, as I believe they where metagaming by not talking in game when talking over tac which is required by the rules.

Unfortunately, I was unable to save my full POV as I was still in the middle of the gunfight and being engaged from multiple positions. I only managed to save the clip once I was out of immediate danger.

Hello friends, 

Just to clarify a few points here, LEOs for years primarily used P as the tac PTT, since it would talk in game but not hot mic tac anytime you talked to someone in your car or on a scene. Didn't even notice until this report the P doesn't talk in game anymore, I assume since the phone update. Either way, sounds like I can bind it as a secondary key to resolve this and I will put out an announcement for anyone else that may not have noticed either. 

As for the scene itself, we were chasing some Itali GTO for a while that kept saying "wait for the bank alarm" baiting a pursuit to distract for a bank I guess, is what it is. Bank alarm went off and I think PD was chasing someone in tac from that and had a feeling they were going to ambush them eventually since that is the usual MO, but tbf I was vibing at Davis, waiting for Dylan while I ate a $5 footlong from Subway that actually costs $15 these days smdh. Turkey and Provolone, with some of that red wine vinegar they put on them, fire.  My gps is still following some old backup while I was on my third bite, however Ash obviously wouldn't know any of that IC. The backup, if I was in tac, or the sandwich. 

 

Oh yea, I also don't think a shot was fired before ash took my tires and ruined my lunch, but I guess logs can check that. Which is why I was so surprised

Thanks for clarifying the TAC situation. My point wasn't that it was intentional, only that from a criminal perspective there was no in character indication that officers were communicating over TAC.

As for the shooting itself, my decision wasn't based on knowing what you were personally doing. We had active communications that PD and SD were responding to the ongoing fight at Juan's lab, and there were around 10 units heading toward the scene. I made the decision to engage the first responding unit I encountered in an attempt to reduce or delay police numbers reaching the main engagement. Whether you were actively responding, waiting for another officer, or eating a Subway didn't change what I could reasonably know in character since I could not see you talking on any TAC in game anyway.

Regarding the collision, I'll state again that I had no intention of flipping your vehicle. I genuinely did not think that hitting a Kamacho in an LC at that speed would roll it over. Looking back, I probably should have positioned in front of you and given demands instead of making contact, but in the moment I believed stopping to do that would likely result in being shot or allowing you to continue to the fight.

Whether any shots had been fired before our encounter doesn't really change my reasoning. From my perspective, there was already an active, ongoing engagement between our groups, and my actions were based on contributing to that fight rather than creating a separate one.
