How did the player break the rule(s)?
Was sitting at Davis station not even looking at my screen when some dude randomly rolls up and I catch him out of the corner of my eye. 
Doesn't say a word, just starts shooting. I don't even know who this guys is but luckily I tabbed in and drove away in time. 

Seen him a few minutes later during a shootout that I assume he was trying to start. He decided to use his LC to flip a Kamacho so he could get advantage in the fight. NRP at it's finest. 

It is clear from the clip that he did this intentionally to get 15 seconds of completely free shooting at me while the car was upside down.

Hello, Ash Peters here.

Regarding the first incident at Davis Station, I would like the reporting party's full POV to be reviewed with TAC and microphone audio enabled if possible, as I believe it provides important context. I would also request the passenger POV if available. I do not have POV of this engagement.

This was not a random encounter. The situation had already escalated from a bank robbery where we disengaged and attempted to set up an ambush at Mirror Park. The fight then continued at Juan’s Labs, where both our group and police exchanged gunfire. At that point there was already an active shootout involving multiple officers. The reporting party was responding to that ongoing situation, which can be seen by the backup marker on his GPS approximately 0.43 miles away. From my perspective, he was part of the active police response and therefore a valid participant in the ongoing engagement.

When I saw him at Davis Station, my intention was to get out and issue demands. Before I could do so, he immediately drove away, so I instead shot his tyres in an attempt to stop him from leaving.

Later in the situation, after he had returned in another Kamacho, police were actively pushing us from multiple directions and we were taking fire while being pinched, he was driving his kamacho going slow speeds through the middle of the shoot out. My intention was to use my handbrake and slide across the front of his vehicle to stop or block it. I did not intend to strike the side of the Kamacho or flip it over. The collision was not the outcome I was aiming for.

After the collision I got out and opened fire. If you review the reporting party’s footage, you can see that while the Kamacho was upside down, my shots were hitting the roof of the vehicle rather than damaging the occupants. I only began hitting the reporting party once he had exited the vehicle.

From the footage provided, neither occupant appears to be talking in game during the engagement. As both were involved in an active police gunfight, I believe they were likely communicating over TAC. I would like this to be reviewed alongside their full unedited POV and passenger POV if available, as I believe they where metagaming by not talking in game when talking over tac which is required by the rules.

Unfortunately, I was unable to save my full POV as I was still in the middle of the gunfight and being engaged from multiple positions. I only managed to save the clip once I was out of immediate danger.
