How did the player break the rule(s)?  (300 words maximum)
This player was pulled over recklessly operating their vehicle and on the stop they were having back and forth with an Officer. They kept responding with "why?" so I said it was because it's a lawful order. He then proceeds to say to the Officer "shut up faggot for a sec" which is ORP and considered widely offensive to a lot of the community. Moreover, the player was mixing referring to PD "killing the city." A pursuit then ensued and we carried on like normal and after break checking me, causing me to collide with him, he put in chat "??" which ruins any time of immersion. Despite that, we continued until we brought the vehicle to a stop on the freeway and had multiple Officer's aiming heavy weaponry at the suspect. The player ignored all demands and started running off but was tased and cuffed. Every time the suspect was tased, we withdrew a mix of tasers and firearms and gave very clear demands. Each time he ignored the weapons and kept trying to run until we were forced to knock his character out. Eventually he was in the back of a cruiser and being transported to DOC, when on the highway he managed to get his character killed by jumping out the back of a police cruiser, while cuffed, at high speeds on the freeway. He then proceeded to act like he needed his charges removed and I can go to the forums if I want, so here we are. This is not a player that has a place in our community and I'd definitely argue that it can be considered not here to rp. When I asked them to save their POV, they refused.

To mention *faggot* word I just said it once and the guy who I told him that wasn’t offended or told me anything to stop it as I told you in the PMs it was once and I’m not aware that it’s also not allowed in the IC, thought only that I cannot keep repeating it if the guy told me in the OOC to stop.

I told you that it got handled already by Lewis in-game so you just wasting ur time writing this paragraph g and Lewis was spectating the situation that’s what he told me.

Also one more thing to add, I was going to type something which resulted to jump out of the car also that was reported and dealt with Lewis.

“Use of ethnic or LGBT+ related slurs is to be considered Offensive Roleplay (ORP); therefore, the ORP requirements must be followed.”

No one present was asked to or did consent to the use of the F slur. Totally unnecessary.
