Can we please pickup/hand over items, use cell phone, etc. while smoking?

as you can't even share a sig while smoking. making it so if you had someone a pack to smoke. you need to wait for them to finish smoking before they can hand it back

+1 on this QOL. Massive point and will be soooooo much better than the current code mechanics.
