Talking using N cancels Changing Freq

Issue/bug you are reporting: 

When changing freq on your radio, if your character does ANY other anim, including talking using N, it cancels the freq change.

Expected behavior:  

Freq change timer should not cancel when using N to talk in VOIP.

Start switching freq, then use N to talk in VOIP during the action timer.
