Faction Clothing Menu: Add categories to better organise and declutter the menu.

In faction uniforms, specifically for PD and SD, we currently have a long list of hundreds of uniforms randomly across the uniform menu. It would be nice to be able to be able to organise uniforms by assigning them to a category, and then being able to navigate the menu through said categories. For example:
