Ability to see intradepartmental radio when on the SADOC encrypted frequency while being off duty

Issue/bug you are reporting: Being able to see intradepartmental radio while tuned into the SADOC encrypted frequency, but when off faction duty.

Expected behavior:  You should not be able to see the intradepartmental radio when off duty no matter what.

Evidence, notes worth mentioning, steps to replicate: 
Tune into the SADOC encrypted frequency, do not clock on faction duty, then wait until someone sends a /dep or /deplow message.

Just to add I'm in PD and also seeing the /dep radio messages as well so I assume this is occuring for every LEO faction but its only occuring when on a LEO Freq. Additionally you can use /dep off duty and when you do it gives [ERROR] Where LAW or PRI would go

This happens to anyone who is in a LAW/MED/PRI faction and when they are off duty on a 900 freq

If this is confirmed to not be a bug and is an intentional thing, can we please either undo this feature or have a toggle to not see it even when on a 900 frequency

The only logical reason this has changed is to allow criminals to see department radio when on a gov radio after using the encryption.

Then it should be a really easy fix to check whether an encryption zero day item is used or not before showing the messages to players not on-duty in an emergency services faction.

Paulius said that this wasn't a bug when we spoke of it last time. It is based on your radio, so if you have your radio on off-duty set to an encrypted frequency, you can see (hear) department radio. You can hop off a 900 frequency if you don't want to see (hear) the department radio, department radio is intended to work off your actual radio.
