Vehicle mods not applying on spawn [Again]

Issue/bug you are reporting: When de-spawning a vehicle in anyway "leaving the area, parking it, entering a house"

Expected behavior:  For the vehicle to have all its engine mods active when it spawn. and not need players to swing by a mechanic shop to /modview to active them

Evidence, notes worth mentioning, steps to replicate

In the video attached, you can see that. right after I spawn in from a relog. the vehicles top speed and acceleration is horrible. but after I /modview its going about 40kmh faster then before
