You buy it and it'll get your car just to 300 this way you can turn it on and drive to LSC or Bayview. It'll help everyone who has to wait hours/days to get a stranded car. It also helps keep mechanics at their shops this way they don't miss any customers and don't get spammed with requests. Since it's usually 1-2 people on duty at certain hours. And they aren't allowed to leave if they are alone or the other guys is AFK.
