AbsoluteBadonkers
At the moment there isn’t much you can do to a car other than taking stuff out of it and hotwiring them and taking them for a joyride or taking them to get chopped. I think it would be a fun addition to make it possible to turn a car into your car. It would require you to take it to someone who knows how to do it so they it can take the GPS out. Then you can take it to someone else so they can switch the data in the records and shift it over into your name. It would then be advisable to avoid the police and change the features of it. If you learn how to do it yourself you could also do it. The equipment for it would need to be bought and place somewhere to be used, preferably somewhere isolated. This would also give the laptop a reason to be in stores other than for police use, and if you find a car you like, and you can afford the stuff to do it, you could make it yours. The player who owns the vehicle would be notified that their GPS was tampered with and they would be able to get a replacement at Mors if they do not get it back before the cars info is transferred. Open to ideas and criticism!
TheCactus
I think you should be able somehow make "Los Santos Citizen" cars yours with some illegal items you can obtain by robbing a place like DMV or importing them. Those items paired with a laptop will allow you to make the car yours. If the car gets impounded it automatically vanishes from your /vehiclestats, so you can use a car all you want as long as you don't use it illegally, you get arrested and cops find out it's not yours. In that case you would also get an additional charge for appropriating yourself of a vehicle or something like that, other than GTA. When the cops impound it a message will pop up saying that the impound employees found some discrepancies, allowing cops to investigate if they have done enough homework (such as remembering who the vehicle "belonged to" before impounding it, taking pictures for paperwork, etc). Additionally people could also use these cars to scam others by giving them a car that isn't actually theirs. It obviously should not work at low end/high end.
