Mors Insurance Recovery spawned personal vehicle at previous static chop shop location

Issue/bug you are reporting: I spawned my slamvan at Mors after noticing it was there (believe it was stolen from Vespucci PD and chopped). When I went to mors and paid the amount to recover it, it did not spawn at the usual spot, instead I tracked it to one of the previous static chop shop NPCs next to Mega-Mall. It also showed a value of 7000 and a few dollars yet the prompt ''at no cost'' showed up.

Expected behavior:  Vehicles recovered from Mors should spawn at Mors Insurance parking lot
