    +1 

    the server needs a player ran and elected government body to inspire more roleplay in this server, this is the same for a judicial group/system to inspire legal roleplay in a different manner than just cops and robbers. These systems will be astronomical in increasing the server’s playerbase and retention of players who join. Many players have expressed interest in the politics and court roleplay both criminal and legal faction members.

    For my legal character, I've been interested in Political RP for quite a while. After achieving the baser needs of a car, a house etc, I think people need something to aim for that isn't just more money on the legal side, and involving themselves in politics, either as a party member or just an interested voter, is definitely something that would be good for legal RP I think

    If this was a thing, it should be harsher than PD to not allow any corruption and no corruption permission to be granted, maybe down the line, but considering it would be a new thing corruption would ruin it from the start.

    Regarding voting, i believe using the most common practice in the US would make sense, that is to not allow people who have committed felonies for a certain time. This would allow people to regain their voting rights after some time, but would prevent constant felons from influencing the vote and the general state to be more in favor of crime. While the OOC corruptions rules would likely protect against that, this would give people who are turning their life around to be part of the change, while not allowing constant felons to influence votes.

    I think what could also work is allowing for 1 voted in government official to sit at the table, this would mean that when the commissioners are discussing potential changes, 1 person on the table would be in a position to represent the people and might even be pushing for changes that the commissioners do not.

    It does not have to be a mayor, but representing the people is something the server could benefit from.

    I did think of something like this (excluding felons from voting). It would ideally not be as harsh as the Form C requirements, which is 18 months IRL, but maybe 3 - 6 IRL months

  3. Totally an IC issue, definitely fill in an IA report though. Sounds like the officer should have shown you his badge straight away as soon as he told you to stay in the vehicle. I'd say they should even force it through /showbadge rather than RPing the /mes and /dos to avoid any situations like this

    Money Transporting is one of the better non-government jobs that allow players to make a decent chunk of money. Its a job I always recommend to new players as one of the more lucrative starter jobs that doesn't require a tonne of time (farming) but isn't super arduous and underpaid (GoPostal, Trucking, Bus Driver etc)

     

    With the current state of scripted freelance jobs being pretty bad, I'd like to see this implemented either through NPC drivers (though that would come with a slew of problems itself), or occasionally offering Money Truck drivers the chance to pick up from a bank and deliver to a government building or another Fleeca bank for extra money, say a couple of thousand. This allows those who wish to be left alone to grind the early stages of their character, whilst allowing those who would like to take the risk to earn some extra money, for some extra risk, giving them a new truck that travels faster, is a different colour, and is wired to an emergency alarm straight to PD/SWAT should the back doors be opened. Pick ups and drop offs would be conducted in the same way as trucking, so that players don't accidentally open the back doors and trigger the alarm.

     

    However, this idea is also open to abuse, as gang members would start to camp this job to attempt to assist their own faction in gaining easy money, as there would be no risk to the driver and the van could easily be taken to a secluded place to stop SWAT and PD from responding quickly.

     

    Its a good suggestion, but it will probably be difficult to implement into the game without the presence of NPC's on the streets like in FiveM, or making heists easily exploitable.

    I wouldn't call it nuts, it's just a discussion. Bias is normal, and the idea behind discussion is to try to break through some of that and get to an agreement on some things.  Some of this bias boils down to the fact that none of us are criminals or cops OOCly and generally want to feel like we have a fair OOC playing field and the GAME is fun for everyone. Criminal players incur pretty heavy penalties for choosing to play a criminal character.  There is some inequity there in my opinion. Playing a criminal character requires far more willingness to understand that there will be times you're not going to be able to do the RP you want to do because you're going to sit in a prison for, IMO, far more time than is necessary for an IC punishment.  Sure cops have IC paperwork, etc, but is that really the same as sitting in DOC watching people DM each other or ERP in front of you without your consent... for hours? I don't think so. It's my personality when I see an inequity or I perceive and unfairness to say something and try to have an open dialogue about it.  And as you can see from other threads I've been a part of and even comments I've made in this thread I'm willing to conceded points when they're well reasoned and well argued. Frankly, to say "RP BETTER!" isn't very constructive. We could all do better in many cases, sure, but that doesn't really get to the underlying issue of whether or not the rules accurately allow for proper RP in certain situations. And maybe it's OK that they don't... but I'm still going to say something if I feel something is way out of kilter. 

    Prison times are definitely up for debate and it is a discussion that should be had. IMO, the rules allow for a decent variance of RP regardless of (most) scenarios, though when it comes down to RP with Police, there isn't much that can be done, just as there is not much that could be done IRL. Comply or don't comply. IMO, complying offers more RP advantages if you're already at gunpoint. You could snitch for less jail time, comply for less jail time, find out more about police operations or tendencies through carefully guided conversation etc.

     

    Of course, there's a place for not complying. If you're carry heavy weapons, you've just committed murder or you know you have charges on you, by all means don't comply. When I say that we should have better RP in regards to dealing with police, I more aim that at the people who just harass or stall police just because "hurr durr fuck 12"

  6. Honestly this thread is nuts with some heavy bias on both sides. Both Police and Crim RP could be improved through more reasoned and realistic RP on both sides.

     

    It seems that crims on this server hate PD with a passion IC, and some even OOC, just for doing their job. To fight back against that, they promote stale and frankly boring RP of verbally abusing PD at any opportunity, stalling arrests for no reason, pointless non-compliance and just generally poor RP.

     

    PD get fed up of having to deal with it and are maybe a bit too quick to use force, either through weapons or forcible server commands.

     

    Both sides are guilty of some pretty poor RP, though general attitudes to RP seem to have changed slightly in that both sides will engage in some better RP given the chance. However, both sides need to improve their attitudes and work to be more realistic, though I do personally feel this is more of a Crim-sided issue

  7. Mayoral Elections & Political System

     

    I've played for quite a while on the server now, enjoying both Crim and Legal RP. However, there's one thing that I really think is missing from the Legal RP side, and that is leadership in the city. Crim characters have leadership figures in their gang leaders, but legal character don't really have much recourse for having their say on city laws and rules, and there is a distinct lack of community spirit in the city. To remedy this, I would like to suggest a political system which allows the average citizen to have their say politically and vote in a Mayor who would help to influence goings on in the city, organize community events, and lobby the government for changes the people want to see. I personally would suggest this format, please note that all time measurements are given in terms of IRL time:

     

    Every year, select players would be able to apply to be a mayoral candidate. These players should be leaders of legal Political groups, and meet the following requirements:

    OOC Requirements

    • At least 50k Player XP
    • No Admin warnings/punishments in the past year

    IC Requirements

    • No misdemeanour charges in the past year (excluding minor speeding tickets or traffic infractions)
    • No Felony charges on record
    • No affiliation to known gang members, or membership of any non-legal faction

     

    Mayoral candidates would be selected through a shortlist selected by Government officials, looking at their levels of support through membership and survey-based ratings, rather than political views. This would be shortlisted to 2 or 3 candidates so as not the spread the votes too thin. Shortlists should occur 6 months before each election, making the political parties with the shortlisted Mayoral candidates Official factions with an official treasury, so that they may set aside funds for campaigning and paying staff.

     

    Party Format:

    Political parties should be properly formulated and structured with fully legal, like-minded individuals. Parties can advocate for a variety of political views, right to left, excluding extremism that encourages violence against the opposition. Political parties whose Mayoral nominees are shortlisted would have 5 months to accrue funds, and a month to campaign for the vote of the citizens of Los Santos. This would be through Weazel News, Party Political Broadcasts on Youtube, Party Advertisements on LifeInvader, leafleting, and at least one set of cross-candidate debates to be held in a City Hall-type location.

     

    Election Process:

    The process of voting for a Mayor would take place after all campaigning is finished, over a period of between two weeks and a month, done through an in-character Google Forms sheet available through Discord, LifeInvader and all Weazel News outlets in-game. This would collect each individual vote and would be tied to your in-character name, allowing all of your characters to vote but not allowing them to vote multiple times for a single candidate, or multiple. This could also be done a different way to prevent multiple votes from the same character, however Admins see fit. To avoid new accounts being created to vote, anyone under 5k XP (New Player) would not be eligible to vote in the election. The winner would be chosen by a simple majority, rather than any complex political system to avoid undue complaints and criticism from the community

     

    Election Results:

    Election results would be announced at peak time the day after the close of elections, with the winner being given a Government-funded parade through the streets, along with giving an acceptance speech at a location of their choice, be that City Hall, Observatory, Church, where-ever they see fit (within reason). After the parade and acceptance speech, the Mayor would then work with community representatives to handle issues that the community sees as important, including police activity within the city, financial policy, community events, industry regulation and more.

     

    Conclusion

    In closing, I think the overall RP quality of the server would be vastly improved by having such a large RP-centric event happening across the city. This gives people of every class of life a voice and a way to be heard, be it farmers, truck drivers, money transporters, millionaires, mechanics, and everything in between. I thoroughly enjoy spending time in the city, but I feel that in-depth RP is often quite sparse, as people seem to be more focused on grinding for money because they don't see much quality RP around them. Having such publicly visible RP that involves the entire player base of the server helps to involve everyone in more in-depth RP that can open their eyes to even more RP that could be had.

     

    Furthermore, the role of Mayor could open up even more RP aside from just the election. Rallies could be held to show support for certain causes, protests could be held about controversial issues, there could even be political process to oppose the Mayor should he or she be thought to not working in the true interest of the people, including impeachment or votes of no confidence. I believe that the people that regularly play on this server are passionate about its success, and recent developer updates over the past year have helped to introduce more features to spread people around the map and get them doing more things they're interested in, but I think more could be done to introduce quality RP in the server and make people realize that their RP doesn't always have to be money or property focused, and they can instead focus on causes and processes that are important and help to build character.

  8. +1, but frankly, not everyone should go to court.

     

    High profile court cases for things like multiple murders, large scale illegal imports, or RICO cases would provide interesting RP for everyone involved, and could even be something that people could come into a courthouse and watch, as long as admins enforce a no talking/interrupting rule amongst the watchers.

     

    Smaller things like carrying an unlicensed firearm, reckless, assault etc shouldn't really be something fought in court. Maybe you could allocate a set amount of funds, say a max of 10k, to have your sentence reduced through an automated lawyer system, meaning you can make the choice between losing more cash to get out faster, or just taking the sentence and saving money. There needs to be much more Government-based RP though. Mayors, elections, community initiatives etc.

    Over 80% of admins are in there. Don't expect changes.

    Only PD suggestions are looked and and i'm speaking from experience.

    They complain about criminals shooting at cops while they instigate everything. 

    Never have they tried any negotiation RP other than hands hands hands and hero cop rushing into the situation.

    They are too arrogant to acknowledge that there's a serious problem.

    If people came here to Roleplay instead of trying to win every situation than it it would be a good place

    I really don't think this is an accurate portrayal of the problem within PD/SD.

     

    I've been stopped by police many times, on both my legal and illegal characters. I've been stopped for everything from speeding to carrying an unlicensed firearm, and its always been obvious to me that the scenario is dictated by how I act. Sure, I could kick up a fuss and escalate the scenario, but sometimes it just isn't worth it. Crim RP isn't in the best state right now, but I think a lot of Crims could benefit from the knowledge that, though they may be criminals, they don't have to hate PD and don't have to escalate every single scenario. Turning a mask stoppage into an arrest is pretty poor RP imo, yet it happens regularly.

     

    On my Criminal character, I've been stopped outside bank for an unlicensed firearm and let go because I complied. I've also been arrested for Armed Robbery, yet the officer was in fairly good spirits due to me complying with him, and it turned into quite a good RP scenario. The same officer even spoke to me after I got out of DOC to check how my time was and advise me on how to not go down the criminal path, which I think is much deeper RP than just trying to "win every situation".

     

    Unfortunately, if you perpetuate poor RP as a Crim, you'll most likely receive the same

  10. Its better to follow the rules of FRP as a black and white concept rather than trying to add a grey area in there, otherwise the forum reports will immediately start to flood in. Officers seem to have a good grasp of value in terms of getting their suspect alive and relatively unharmed, and handle the use of force continuum well.

     

    You may think an officer wouldn't shoot you, but if you reach for your radio, you could easily be calling 10 or 20 heavily armed men to descend on that location, which could result in lethal force from the officer. That's a good enough reason to leave your radio well enough alone, especially if you're already RPing injuries or fear

  11. +1, anything to increase the amount of interesting, in-depth RP on the server.

     

    PD/SD have very high barriers to entry and for good reason. Not only do they uphold law within the city, they often undertake quite serious, RP heavy tasks. I think everyone, criminals included, would like to see some of this really in-depth, character-defining RP within the PD and SD faction threads respectively. This could lead into a huge RP scenarios involving taking down gang leaders, building cases, and even presenting a RICO case against those involved in front of a court, in the future.

     

    However if we want better RP for and from SD/PD, it would help to stop the boring, borderline non-RP of shouting at cops, getting in the way, asking stupid questions or just plain being a nuisance whenever you see them, whether its an arrest for murder or a stop to enforce a mask violation.

    I'm all for a more convincing roleplay environment, but we also need to recognize that this is indeed a game. If a real city had a crime rate anywhere like in-game, it'd be horrific. The economy is hyper-inflated, housing is extremely expensive etc, but there's a fine balance between realistic roleplay and gameplay. I'm fine with people wearing masks, I wear one a lot of the time on my legal character, and its just my personal choice. If you make wearing a mask against the law, people will still wear them regardless, especially crims.

    I'm all for more intricate and nuanced roleplay, but having stuff like "I'm just going in my head for a second" or "In my head I need to go to sleep soon" is pretty lazy. 

  14. +1, I'd like to see Laptops become less of a specialized item and more of a generalized item where the majority of the server can benefit from it. Along with of course having another in-game platform for LifeInvader, marketplaces and such would be great to sell items that you'd otherwise leave lying around in your house/car, or just drop.

     

    The RP regarding separating Legal and Illegal could really be as easy as roleplay some sort of VPN system, similar to TOR, only accessible by faction members. I'd definitely like to see a way for otherwise legal characters to buy drugs though. There is plenty of addiction RP to be had, one that people could base an entire character arc around, but its pretty much non existent because street dealers aren't really a thing, crims just sell to the drop off. Give them a reason to sell to people too

    Incentivizing people to take taxi trips is crucial to keeping DCC relevant, along with providing new players easy access to talk with someone who probably knows the city like the back of their hand. Some of the most important information I learned when I first joined the server was from a taxi driver and, having worked at DCC for a short while, you'd be surprised how many questions about the city you get asked by passengers.

     

    However, the current CityBee system is not great. It would be nice to be able to take out a Citybee when there are less than a certain amount of taxi drivers in the city, say 4 or 5. Citybees are of course cheaper than Taxis for the most part, though slower. Again, a tentative +1 because I don't want DCC to become invalidated, but CityBee is an important though fundamentally flawed part of city infrastructure.

    Spent plenty of time around a variety of people, criminals and civilians, in all sorts of places, and constant racism is rare in my experience. You're more likely to be referred to by the N word casually by a black character than you are to be aggressively called it by a white one. I don't mind the current rule of asking someone to stop OOC because, even though it is an IC issue, it could drive players away. However, I don't think it needs to be any further out of character than that, and its already something you could easily build an RP scenario from, within reason

    There are already rules against excessive use of offensive language. Being in an RP environment means people can play whatever character they like, with whatever attitude they like. I've spent almost 240 hours on the server since October, and instances where people are just screaming racial slurs/offensive in clear violation of the rules seem few and far between, even at the hell that is bank.

     

    Instances like the one OP mentioned should have been reported for violation of Rule 6. Restricting people from saying certain words or phrases is a slippery slope. All those arguing about "privilege" and such make the topic seem ridiculous. If they're OOC insults or excessive IC offensive language they can be reported, apart from that, all's fair in love and war.

  18. +1, Criminal RP just isn't as fun as it could be, because there's nothing to fight over. I'd rather see gangs fighting over higher stakes that don't involve civilians, rather than just chasing people around town to rob them constantly, telling civilians to change their clothes and generally just acting as more of a street nuisance rather than an established criminal organization.

  19. I'm a bit torn on this one. The lack of a court/DOJ system is a glaring issue, but at the same time I don't want every single case to have to go to court so that the system of justice slows to a grinding halt. Maybe have court as an option for high-priority cases such as racketeering, multiple counts of murder, conspiracy to import firearms etc. Having these large court proceedings for cases that are truly worth the RP would be great, but I don't wanna see every Tom, Dick and Harry dragging their Reckless Operation case through court.
