They don't have to physically roll up and down, it's more the fact that you can hear people talking in cars from a distance and of course if the car doesn't have windows it shouldn't be the case.

Should be able to open/close your car's windows with a command or hotkey. If the windows are up only people inside the vehicle will be able to hear what you're saying.
