HUGE +1 but... I think there are some flaws in your suggestion. For example how would we get that much prison guards? We should make prison guard an easily accesible job that you won't have to apply like any government job. For example Bob want to be a prison guard he goes to talk to the Prison Guard NPC and now earn money for chilling in the prison just like any government job. (There would also be some restrictions like you cant get out of the prison with your prison uniform and nightstick)
