Yeah, but officers (captains, majors, general) should be a full-time job. Special Force teams also should be as a full-time job.

Also National guard take part in special operation. E.g. police can't capture a very dangerous mafioso or leader of terrorist group, so 19th Special Forces Group (Sea Air Land) can do this.
Or National Guard can help to provide police operation. Air National guard can rescue a people etc.
Also soldiers of National Guard can train police officers.
Ofc my concept is not for now. It is future concept when server get ~300 online players. But my opinion is army is "must-have faction" for the server.

I think turfs system is logical if there will be official gangs. (Like Ballas, Vagos, Families in LS. Rednecks, Lost MC in Blaine County.)
e.g. There will be rednecks, Lost MC in Blaine County. And they will fight for territories.

National Guard of San Andreas
San Andreas National Guard is a federally funded San Andreas military force, part of the National Guard of the United States. It comprises both Army and Air National Guard components.
The Faction obey to Governor of San Andreas (because State Governor is Commander in Chief).
Base (respawn) - Fort Zancudo
There is interior in Fort Zancudo Tower 1, which contains hall, training room, server room, ATC room.

184th Infantry Regiment is a light infantry force. This is mass army that takes participate in conflict zones (when state governor declared martial law, curfew for control riots and patrol territory within state).
19th Special Forces Group (Sea Air Land) Special Operation Team that rescues hostages, eliminates or captures high-value criminals etc.
San Andreas Air National Guard
144th Fighter Wing Attacking unit. Operates: Hydra, Attack Helicopters etc.
129th Rescue Wing Transportation unit . Operates: Titan, Cargobob.
Uniform (I used default clothes from GTA Online)

There is the mod that adds Liberty City in GTA 5.

Just imagine how can it improve roleplay process. Firstly players, which were born in Liberty City according Character Story, can move to their birthplace. Secondly, there will be new factions, property, businesses etc. And last but not least Airlines will work and transport people from San Andreas to State of Liberty.
Also It does make sense to add FIB faction. FIB can work between two states (San Andreas, State of Liberty) and helps to local law enforcement services (LSPD and Sheriff's in San Andreas, LCPD in State of Liberty).
I made the map with legend that describes faction and gangs within territories.

CNT is a news channel of Liberty City, like Weazel News is a news channel of San Andreas.
FIB
Federal Investigation Bureau is the domestic intelligence and security service of the United States, and its principal federal law enforcement agency.
FIB's HQ is situated in Los Santos, SA. But FIB doesn't obey to San Andreas governor. FIB operates in San Andreas and in State of Liberty as well.

There is single player mod for GTA5, it is called "LSPD:FR". This mod works with RAGEPluginHook.
Also there is uniforms pack for emergency services. This pack is called "EUP"

I don't know is it possible to add these mods on server. But I think If it's possible to add vehicle mods on RAGE, so it is possible to add clothes mods.

Yeah, I think Paleto will be second largest city in future. There will be Blaine County Sheriff's Office, Paleto Bay Emergency Service
Logically Los Santos is county seat of Los Santos County and all emergency services in LS will work within Los Santos County (LS, Chumash)
Paleto Bay is county seat of Blaine County so all emergency services in PB will work within Blaine County (Paleto Bay, Sandy Shores, Grapeseed, Harmony etc)

The government of San Andreas is the governmental structure of the state of San Andreas as established by the San Andreas Constitution.
Main task of government faction is interaction with governmental factions like LSPD, Blaine County Sheriff's Office, EMS etc.

But if you abuse drugs, then you will have an addiction. If you got drug addiction your HP will decrease until you use any drug again. It is called "Drug withdrawal".
If you wanna cure of drug addiction, you must go to hospital and asks for addiction medicine. Doctor will help you, but he called police and you will be in police database.
Paul Gelfand [Bio]

Paul Gelfand was born on 12 december 1990 in Grapeseed, San Andreas.
His father, Valentine Gelfand, is from secular jewish descent and was then a farmer in Blaine County. Gelfand family had one of the biggest farm in the county. Paul Gelfand's mother is Laila Gelfand (née Eustace) worked in Sandy Shores Medical Center as a therapist. In 2008, Valentine Gelfand sold his farm in Blaine County and moved to Liberty City with his wife. Paul's parents decided to run real estate business in Liberty City, Valentine's relatives have connections with Mori Kibbutz who is businessman in Broker, LC.
Paul Gelfand attended Paleto Bay Community College in Blaine County. He wasn't a good student, and rarely had good marks.
In 2008, Paul Gelfand had graduated from the college and he decided to join the U.S. Marine Corp.
Service in USMC
In 2008, Paul Gelfand passed ASVAB test and showed good physical results. Paul was sent to a boot camp in Fort Zancudo, SA. Training took 13 weeks, followed by three weeks of Marine Combat Training. A typical training day for Paul began with reveille at 5:00 a.m., continued with drill, physical training, and several classes in weapons and conduct, and ended with taps 9:00 p.m.
After graduating ceremony, Paul Gelfand was sent to his first tour of duty in Afghanistan. Paul arrived to Baghram Air Base, Afghanistan at 1500, 13/SEP/2008.
The new U.S President, that was elected couple month ago by that time, began withdrawing troops from Afghanistan. The situation in the country was heating up, because local terrorist cells felt more freedom of action. Because of that Paul took part in many skirmishes that happened in Afghanistan in 2008. He showed himself as a good marksman and was adviced to join a sniper team.
In November 2009, Paul Gelfand had decided to become a scout sniper and went scout sniper course at Marine Corps Base Quantico.
In January 2010, Paul Gelfand had joined the 1st Reconnaissance Battalion and was sent back to Afghanistan as a sniper. Upon his coming back, situation in the country was severely. Afghanistan's cities suffered every day terrorist attacks. Almost half of the country wasn't under government control.
The 1st Recon Bn were deployed to Helmand Province, Afghanistan in 2010 where they produced 300+ enemy KIA, did not lose a single man in their seven-month deployment and was regarded as "The deadliest battalion in Afghanistan". Paul Gelfand saved two soldiers' lives from his platoon while covering allies from a hill. When the platoon stepped back, two allies soldiers was surrounded by enemies. Paul shot a enemy car's fuel tank and explosion distracted the attention of the enemies. This helped well so the soldiers managed to escape the enemy's ambush.
In 2012, Paul Gelfand promoted to Sergeant and he continued his service in 1st Recon Bn.
Life after the USMC
In 2016, Paul Gelfand was discharged from the military honorably. After military service, Paul visited his parents in Liberty City after 12 years. In meantime he was exploring new city for opportunities. Paul had changed 5 jobs in 3 years while living in Liberty City.
In 2019, Paul Gelfand decided to return to his hometown in San Andreas.
