Big +1. I think people getting charge stacked with 4x Accessory to Murder of an LEO and getting 180 minutes off solely that is a little bit overkill, and these people could have never fired a shot in the whole fight. If PD High Command has the ability to give charge length based on the conduct that they have observed, I would definitely support the cap being put back on.

Ever since Li Kwang had come into the city, it was a lifestyle lived that he knew nothing of back in Korea. Compared to the slow lifestyle of working in the factories, Los Santos was a rough adjustment.
Since he had started living in Los Santos, he found the Korean population of the city to be lacking, so he decided to seek out other Asian members of the city. This led him to meet the Wong family, an extensive Chinese family who operated in the criminal part of town. The Wongs raised him from a man who knew nothing about crime to a high-powered soldier of the organization and in less than a month, Kwang was fully adjusted and thriving in the criminal lifestyle.
The lifestyle took him by surprise. He never knew that criminals could band so close together in a familial type of way. Kwang believed that family was the basis of everything and if the foundation of trust was firm between members, the sky would be the limit. The Triads began to progress at an unprecedented pace and although he had his doubts about his identify and who he was as a person, Kwang stuck through thick and thin with the Triads and fought alongside his brothers until the final shot was fired. The Triads were Kwang's new family in Los Santos.
One day, Kwang got a text from an unknown number saying that it was his brother, Alex. Kwang had forgot about his family at home since he had become so engrossed in the Triad lifestyle. He almost didn't believe that his brother had come into town, but something tugging in his gut told him to go seek out his brother.
Kwang went to find his brother at PD near the bus depot, and was shocked to actually find out that it was him. After catching up for a while, Kwang decided to help Alex out and take him back to his house, where he got him a bowl of noodles and started to open up about his life in the city. Needless to say, Alex was pretty shocked about what his brother had turned in too. The two shot the shit for a while before Li decided to ask Alex what he planned on doing in the city. Being the older brother, Alex didn't know what to even think of his little brother or how to respond. After a few moments of silence, Li nodded and went to his cupboard to get a pistol for Alex. It was official.
There was another Kwang brother in town.
