Chaz had gotten word of his families business in Los Santos so he decided to take a flight from Versailles out to the west coast in hope of finding his long lost brothers and sisters. Luckily for him, he happened to stumble into two other Chaz's upon his arrival into the city. He got changed into the outfit and was assigned to his first job: Cleaning the Police Departments "Mission Row"
Chaz, Chaz, and Chaz cleaned all of the interior and exterior of Mission Row, making sure they got each and every last inch of the complex. Officer Jo Campbell was there to assist the Chaz's and guide them on where they should clean. The trio happened to stumble into a Police Command meeting in which they were swiftly escorted out of. The command wasn't too happy with the work the Chaz's were doing.
The following week, the Chaz's took to cleaning up Bayview and campaigning to get themselves ads put out from Weazel News. Unfortunately the ads were not placed because the cleaning company is not registered. After an unsuccessful attempt to contact the President, the Chaz's decided to call it a day.
For Chaz, life seems to be getting back to normal!

I think that the impound certainly needs work, but I don't think that giving mechanics access to the MDC is the correct way to solve the impound issue. Like Bala said, the MDC would contain information that only people authorized to see it would be able to access. Maybe giving mechanics access to certain parts of the MDC would be a solution, but that involved a change in the script which might not be possible.
