You make a good point. A persistent warrant system would definitely add more continuity and consequences to criminal RP. If the police have solid evidence but can't arrest someone immediately, it makes sense that those charges shouldn't just disappear after a shift change. It could also create more interesting interactions later on—routine traffic stops would actually matter, wanted suspects would have a reason to stay low-profile, and officers would have long-term investigations instead of everything resetting. Of course, there would need to be safeguards so warrants are based on clear evidence and expire after a reasonable time, but overall I think it would make both police and criminal RP feel more meaningful.
