Parachute's failing

Issue/bug you are reporting: Parachutes not deploying when you have the equipped.

Expected behavior:  For parachute to deploy when equipped.

Evidence, notes worth mentioning, steps to replicate: 
We tried attempting several during a training session within PD but the parachutes didn't deploy on multiple occasions.
Vehicle license plate number*: N/A

This was a bug for a short time, it has been resolved
