Faction spawned vehicles losing performance mods

Issue/bug you are reporting: When spawning certain vehicles using /fspawn, performance modifications are not applied. Sometimes the vehicle does spawn with these modifications, however exiting/re-entering the vehicle can cause the mods to go away again. The only vehicle I have experienced this in so far is the Kamacho, however I have been told by others that it has happened to them in other vehicles too (police4 and Sheriff2 so far). Going to a mechanic shop and doing /modview does fix it until you get out of the vehicle again. 

Expected behavior:  Vehicle always spawns with the correct performance modifications, exiting the vehicle does not remove them.

Evidence, notes worth mentioning, steps to replicate: To replicate, spawn a Kamacho using /fspawn, if modifications are not applied then do /modview at a mech shop. Afterwards, exit/re-enter the vehicle and the mods should reset. If they are applied when spawned, exit/re-enter the vehicle.

Evidence provided is of a faction spawned Kamacho with SD. First drive, Kamacho has mods and goes up to 190, after re-entering it struggles to go above 160. https://streamable.com/wbgnnz
