Height ("Z") coordinates do not properly synchronize

Issue/bug you are reporting: 
1. Height ("Z") coorindates of both players and objects are not properly synchronizing, causing both players and objects in other height coordinates on clients other than themselves than they actually are.

Expected behavior:  
1. The height coorindates should properly synchronize from client to client.

Evidence, notes worth mentioning, steps to replicate: Walk next to somebody that is entering a building with stairs (i.e. the back entrance of Mission Row) and you will see that person with their head through the ceiling for quite a while.
