Property build permissions

So if you give a person BuildProperty permission they are able to build inside of the property but not on the outside. Allow for players that have the said permission to build outside.

They can build both inside and outside, the permissions are seperated

If you give them the permission while u r inside the house, they'll only be able to build inside.

Just give it while you are outside aswell.

You have to give permission in both the inside and outside!
