Basically, if someone carries a body the person can just still sprint as fast as people who do not carry a body at all which is not realistic in my opinion. I think the speed you walk when you are really low HP would make more sense to have as the walking speed when carrying a body. It happens too many times people just grab a body of a scene of LSPD and they just run full speed without you having a chance to get closer on foot. PS. This suggestion is not only because of the people Powergaming and "stealing" bodies from scenes, it's also because in my opinion it makes way more sense. Any feedback?
