How did the player break the rule(s)?  (300 words maximum)
To sum up prior events, It was called out that there was a solo OTF terminus rolling around labs and was last seen at the Zancudo lab. Upon scouting all active labs I found him at Voodoo lab and called him out waiting for back-up. When my back-up arrived we pushed and issued demands in which he took off. I decided against taking his tires as i felt it was too soon. My back-up chased the OTF member as they were in a off-road vehicle and i stayed to cleanup his cook. Shortly after my back-up had stalled and visual contact was lost. I knew there was a chance he would be coming back to the lab for his cook. Upon him reentering the lab he immediately gunned for my car ramming the absolute shit out of it. When i noticed my gun didn't pull i hopped in the water for a swift escape but was IMMEDIATELY beamed by this man. 8x to the . while swimming away underwater is TOP TIER aim. I made an in game report but it was never taken. I asked the reported party to save his POV in which conveniently he informed his Nvidia was off but that it was on now.

Hello, Theo here, and this is my side of the story.
I was cooking at voodoo alone for a little while until i got pushed by the guy that is reporting me and his friends, they gave me demands, blocked and rammed me, and then chased me, and attempted to stall my car when i was leaving the lab with a ram then attempted again mutiple times when i was evading them in city to ram me but they couldn't cause i was going fast. once i lost them i came back to the lab and did the same thing they did to me which is ram me at speed and head on. i don't think it was fair but it goes both ways, i don't think it was fair to me or to them but thats how the situation played out.
I also see in the title of the report that i'm being accused of hacking when i'm not, maybe he was lagging cause i told him in pms multiple times that he was frozen and standing still in the water which is not the case in his POV after watching it, i don't know of it was a server problem or lag but yeah all i saw was him doing like an animation in the water and not moving, just standing still so i shot him.
