This could possibly be at the scrapyard NPC even. But the idea is pretty simple.

 

The NPC would buy any vehicle at some 40-60 percent of its stock value. This would allow players to get rid of vehicles that no one wants or if they simply want to get rid of a vehicle fast for some quick cash. This would also "purge" / "sink" the difference from the stock value and the sold for price, along with the removal of the vehicle, actively deflating the economy by X amount which is something I think the server desperately needs.

i dont get this suggestion. Doesnt the city scrapyard already provide this? Just the %of the money is disastrously low that almost nobody ever uses it.
