After the fall of the 236 Cartel, its members were left scattered and lost. Among them was Dune Saint, who had seen the Cartel's downfall up close. Knowing that their flashy ways had brought too much attention, Dune decided to take a smarter, quieter route. He formed DIV-13, a gang that focuses on keeping a low profile and staying out of the spotlight.
Under Dune's leadership, DIV-13 grows by staying quiet and working in the shadows. Instead of showing off their power, they strike when no one expects it. For DIV-13, strength comes from being unnoticed, making moves that surprise everyone, and staying in control without drawing too much attention.
Dune Saint knew he couldn't build DIV-13 alone, so he reached out to his old friends and family, people he had known long before the 236 Cartel. These were trusted individuals who had gone their own way over the years, but Dune convinced them to join his new vision. With their loyalty and support, he built DIV-13 into a quiet but powerful force, moving in the shadows and slowly reclaiming what they had lost.

   Rules

Loyalty Above All: Members must prioritize loyalty to the gang and to each other. Betrayal will not be tolerated.
No Violence Without Reason: Avoid unnecessary violence. Conflicts should be handled through negotiation first. Only resort to violence when absolutely necessary.
Community Engagement: Actively participate in community outreach and support. Maintain a positive image in the neighborhoods.
Accountability: Hold each other accountable for actions. If a member fails to uphold the rules, appropriate consequences will be enforced.

   Goals

Rebuild Family Bonds: Strengthen relationships among scattered members and their families to create a tight- knit community.
Establish Territory: Secure and defend their territory against rival gangs to ensure safety and stability for their members and community.
Engage in Business Ventures: Develop legitimate business ventures that can provide income and resources, reducing reliance on illegal activities.
Create a Network of Support: Build alliances with other gangs that share similar values, fostering mutual respect and cooperation.
Legacy of Strength: Ensure that future generations understand the importance of family, loyalty, and community.

   Clothing

The members of DIV-13 maintain a menacing and uniform appearance, sticking to an all-black casual fit that reflects their stealth and unity. They prefer simple, practical clothing-black hoodies, jackets, t-shirts, and jeans— allowing them to blend into the shadows of the city. Each member keeps their identity hidden by wearing masks at all times, further solidifying their anonymity and brotherhood. The masks, which range from simple black bandanas to full-face coverings, serve as a symbol of their commitment to the gang and their loyalty to each other, always keeping outsiders guessing who they are.
Turf
Vespucci Beach is the turf of DIV-13,where the gang uses its vibrant atmosphere to transport drug ingredients and weapons by boat. The bustling boardwalk offers cover for their operations, allowing them to assert control while navigating threats, making it a key stronghold for the gang.

   Vehicles

DIV-13 members drive personal vehicles, always painted black to match their stealthy image. These cars are not just for individual use- they're shared among the gang, with each member making their ride accessible to others when needed.

   Weapons

DIV-13 members are always heavily armed, favoring weapons like AKs, carbines, and shotguns. Their arsenal reflects their readiness for any situation, ensuring they're never caught off guard.

   Rank Structure

Boss (Jefe): The highest authority in Div-13, leading the gang and making all major decisions. Their word is law.
Underboss: The second-in-command, managing daily operations and enforcing the Boss's orders.
Executive: Oversees the gang's finances, ensures profitability and smooth operations.
Commander: Leads tactical operations and ensures the gang's security, responsible for strategy in high-risk missions.
Entrusted: A trusted member handling confidential tasks, ensuring loyalty and discretion in sensitive operations.
Enforcer: Maintains discipline and enforces rules, using force when necessary to protect the gang's authority.
Affiliate: A connected member who supports the gang's activities, working toward earning a higher rank.
Recruit: A newcomer proving their loyalty and commitment, aiming to earn trust and a permanent role in the gang.

   OOC Rules
Must have at least 100k experience.
Must be able to save his pov when asked
Must follow all ECRP and faction rules.
No OOC toxicity or pvp mentality.

All recruits are required to have an OOC talk with their recruiter to avoid any issues

DIV-13 operates out of an abandoned factory near Vespucci Docks, perfectly positioned for easy distribution of narcotics and weapons. The headquarters features car garages, an operational room, and two secure points of entry. With plenty of strategic spots to hold in case of an attack, it’s a well-defended and efficient base for their low-profile operations.

The spot was shown to Dune by Cossette Jinxter, a fellow ex-member of the 236 Cartel. Dune immediately saw its potential and now it serves as a safe place where the gang can plan and execute their operations, hold meetings and simply hang out.

Recruitment
Dune Saint knew that for DIV-13 to succeed, he couldn't do it alone. After establishing the gang, he decided it was time to bring in the people who fit the roles of commandment. The first step in this process was to reach out to his old friends, as well as people he knew were loyal and reliable.
Dune decided to start by filling the three most crucial roles - Commander, Entrusted, and Executive. He picked one person for each role and began to test their efforts.

First, he reached out to Wraith Armani, an old friend from The Ummah. Wraith, loyal as ever, agreed to become the gang's Commander, overseeing all operations and security.
With Wraith came Bobby "Draven" Armani, his brother. Dune knew Bobby would be the perfect Entrusted, someone to carry out the most confidential missions.
Finally, Dune spoke with Eli Luciano, a friend who he met while being a part of the 236 Cartel. Eli accepted the role of Executive, managing the gang's finances and legitimate business ventures.

With the core leadership in place, Dune Saint shifted his attention to building the gang's manpower. The focus now was on recruiting individuals who were eager to prove themselves and rise through the ranks of DIV-13. As the gang grows, Dune knew he would need loyal members who were hungry for advancement.
However, given the current size of the gang, Dune decided he could manage things on his own for now. The Underboss position would remain vacant until the gang's operations expanded further, and the role became essential. Until then, Dune would personally oversee the new recruits, ensuring that only those truly committed would make it through.

Gang Relations
Dune Saint set up a crucial meeting with ESM, aiming to secure a powerful alliance for DIV-13. At the ESM headquarters, he met with his older brother, Ekon Saint, who held a high command position within ESM. The two brothers went over the details, discussing how both gangs could benefit from working together.
In the end, they solidified a full-on alliance. DIV-13 agreed to team up with ESM for holding labs and pulling off bank robberies, ensuring they would always have each other's backs. In return, ESM promised to supply DIV-13 with regular shipments of weaponry and drug ingredients, giving the gang the resources they needed to grow.

DIV-13's next move is to strengthen their position by reaching out to other gang leaders. Dune Saint plans to discuss relationships and explore new alliances that could further benefit his gang. With ESM already by their side, Dune feels confident, especially since many of his friends are part of ESM. The prospect of working alongside them once more gives Dune even more reason to push forward with these discussions, ensuring DIV-13 continues to grow in strength and influence.
