License plates reappearing on vehicles on flatbeds

Issue/bug you are reporting: When you put a vehicle with its plate removed on a flatbed the license plate visually reappears with the correct license plate on it.

Expected behavior:  For the plate to stay blank on the flatbed

Evidence, notes worth mentioning, steps to replicate:  Take any vehicle with its plate removed and put it on a flatbed.
