Faction loadout UI sometimes doesn't fully appear and isn't useable until full client restart

Issue/bug you are reporting: Occasionally when logging in, the faction loadout UI just doesn't show, and it requires a full client restart to be able to see and use it.

Expected behavior: For it to just work. 

Evidence, notes worth mentioning, steps to replicate: I don't think it's easy to replicate given that it's mostly based on chance, but it's been happening quite frequently. The UI will just be a small rectangle. It is then only fixed with a full client restart. Here's a video.
