Multiple players can open helicam at once

Issue/bug you are reporting: Multiple players can open the helicam at the same time, and the most recent player might actually take control from the previous player.

Expected behavior:  When one player has the helicam opened and enabled, no one else should be able to open it; especially not take control from them. Only one player should be able to use the helicam at a given time.

Evidence, notes worth mentioning, steps to replicate: Enter a helicopter with multiple passengers, all press H and take control of the helicam, one by one.
