Issue/bug you are reporting: Visual bug showing cuffs on your person when you are in DOC but you are not scriptly cuffed.

Expected behavior:  Cuffs should not be displayed when you are not cuffed.

Evidence, notes worth mentioning, steps to replicate: get cuffed, go to DOC, get put in DOC. https://i.imgur.com/RLzNfb0.png
