SADOC Door Not Opening

Issue/bug you are reporting: DOC Door between the front desk and cellblock doesn't open.

Expected behavior:  Door should be lockable by DOC + LEOs.

Evidence, notes worth mentioning, steps to replicate: The door states its locking and unlocking but there is no way to access it.
