/license, Weapons license is renamed to 3's

Issue/bug you are reporting:  In /license, where it should say weapon license, it says 3's license

Expected behavior:  for it to say weapons license

Evidence, notes worth mentioning, steps to replicate: 

do /license on a character with a weapons license

Not a bug. It’s redundant and 3’s will be removed.
