Well, the basics are just the use of /me and do. You use /me to describe the actions of your character, for example "/me extends my hands and takes the license from the suspect" and /do is used to tell the reaction of you or other players. Example: "/me takes out a pair of gloves as he attempts to frisk the suspect" and then I'd ask "/do Would I be able to?" so you reply "/do Yes" or whatever... 

Other than that just talk to people around, make connections in game - take their name and get to know people. It will benefit you a lot.
