Creating a Black Market host by a gang organization

I have an idea that needs to be iron out. Could a gang create a Black market so they can sell their items off. It won't be a public thing as an induvial would need to invite you to the app(discord dedicated to the gang selling). It would be peer to peer so there could be different markets depending on who you know. LOST MC, Underground, Royals etc etc.

The app would need a admin or moderator so it doesn't break the RP of the server.

 

• So do make it simple for all parties involved the "app" can be connected to the discord of the hosting gang.
• The app only allows buying and selling with an attach product so it is verified by the user. (everything else cannot be entered)
• An in-game laptop is required to even access the black market
• A password in required to enter the black market and the hint is given in-game by the user ("here is the app, go and log in. oh yeah almost forgot the hint is: underground fur ball" Password: RAT)
• Users go to a private channel in the discord app to only exchange in-game phone number info
• No discussions can happen inside app besides requesting and selling
• If a cop happens to be in the app he can arrest you only on the product you are selling to them
• Cops could work out the way to close the app down by taking the host PC away that is in the gangs base. (from that the host crim deletes and starts over again)
