Issue/bug you are reporting: It is not possible to place the carjack down anywhere on the northern part of the map / north of the Alamo Sea.

Expected behavior:  You should be able to place it anywhere.

Evidence, notes worth mentioning, steps to replicate: It is not possible to place the carjack down anywhere north of red line drawn below. Anywhere south of the red line works completely fine.

If you attempt to place the carjack down anywhere north of this line, you are presented with this error message:

Vehicle license plate number*: Irrelevant
