With the time and risk/reward it is simply not worth the trouble. Slightly increasing the payout would be beneficial. Enough money to be worth it, but not too much to be abused or farmed.

You get one very minor charge if you get caught doing it correctly, the fines which can be made up in like 1 or 2 atm's. So you literally just don't need to get caught for like 3 ATM's and you're running profit until the next time you're caught. It's a petty crime and I think we shouldn't make everything a big money big risk crime. Normally I don't have much say in criminal stuff but ATM's are one of the scripted criminal things I've done a fair few of and if you don't incriminate yourself beyond them catching you smashing the ATM it's super low risk for a bit of extra money. Especially when theres a fair few atm's that are basically "free" due to the location.
