Add Phone On/Off Timer

Add an action timer of turning your phone on/off. A phone doesn't instantly turn on/off and a command that you type in an average time period of one second is not enough.

There is a boot screen and its boot animation. People shouldn't be able to use their phone a second after turning it on. An action timer that doesn't interrupt with what you're doing of at least 15 seconds for turning on after typing the command should appear saying 'Your phone is turning on...' and 6 seconds for turning off.
