Yh but some kind of countdown system would have to be implemented, start and finish and also a current lap timer/ best lap stuff like that would be nice

It's gonna get abused and it will be a grey area for making a rule on abuse of it.
ah I see, this is what you mean by abusing it. I didn't think of that scenario but maybe tasers just have a too long range? If the range was reduced considerably then this wouldn't be a problem? But looking at this now it seems that it'd be more hassle than its worth, trying to implement tasers into the server

Organize large, legal, street racing events where a course is marked off by the pd in the streets of Los Santos and people gather to watch the best that Los Santos has to offer to battle it out against each other. We would also need an ambulance unit on call if there are any life-threatening crashes. These events don't have to be common and could only happen every week or so. There could also be different races for bikes, sports cars, SUVs etc. I reckon this would be a good event to bring the community together as both people and competing and observing would enjoy the event. Also the competitors would have to pay an entry fee of lets say $1000 which would make up the prize pool for 3rd, 2nd and 1st.

yes but maybe that is server side and maybe theres a way of spawning npcs client side, idk this is all hopeful speculation.

Well I'm not sure about that but NPCs in the city are impossible to maintain due large amounts of desync with such a high number of players in the server however in the case of animals we can disregard desync completely as it will all be client side and each player will therefore have there own set of spawning NPCs, once again I have no actual experience in development so this is all hypothetical. Also animals could also only spawn whilst you are hunting meaning that you wouldnt be able to just shoot them whilst driving around.

what if there was a system where only 10 players were allowed to hunt at a time that would limit the number of people wandering around in the hunting zones and hunters would hunt individually so even if im shooting an animal for you i might be shooting into thin air but maybe that wouldnt be too much of a problem and we could enjoy hunting with desync? Unless that is not what the problem with desync would be? I have no experience in any sort of development btw
also with the 10 player limit youd have to reserve a time for yourself and it would be limited to like 2/3 hours in-game time

Since normal GTA already includes animals maybe it would be a nice idea to include hunting as a form of legal income, hunters would have to follow rules and regulations which could be enforced by rangers which would in turn introduce another faction. Example rules would be humane hunting where you'd have to get an extra license for hunting and only use hunting appropriate weapons, whilst inappropriate weapons would ruin the skin/meat of the animal making it worth nothing at sale. Also ramming animals would be prohibited and using hunting weapon would also be strictly prohibited outside of hunting zones. The money earned from a kill could be randomly generated based on stats as weight, skin type and horns etc. For example albino animals could provide a very high reward but also be very rare.
So to summarize hunting:
-New income as a job title "Hunter"
-New faction of "Rangers"
-New license to obtain title of "Hunter"
-Certain places could be made into lodges and be made into NCZs
-Weapons purchasable from lodges which can only be used in hunting zones
-New quad bike vehicle used for hunting
-Reward based on randomly generated animal traits
-Albino animals give extra reward
Please comment your thoughts and any alterations/additions you could suggest

I make the effort to not speed in these areas but slip up and usually go 20km over unintentionally. Am I an NCZ rule-breaker for this? Fuck no. There are solutions to this problem that are being swept to the side and its so frustrating that some people don't grasp the concept that the current system is unforgiving and problematic.
I also sometimes slip up but just making sure if you know about the cruise control option? that way you dont have to worry about your speed, sorry if i'm stating something really obvious, its difficult to judge the experiences of players in the forums

Personally I think that there should be a gradual increase in the ticket fines, for like the first 5-10 tickets until it peeks at the maximum fines and every time you get a fine there should be a message warning you about the consequences of subsequent fines. For example a starting off at $500 with $250 increments and the consequences of speeding should be described in the server rules so people can have no excuse to racking up fines as they know from the start what will happen if they disobey the law and frankly I do not mind people leaving the server if they aren't willing to obey the server rules.

There is some sort of cycle wherer they get to jail for not being able to pay them, they get out and they are wanted again right away because they can't pay them.oh I see yes, Ive been in and out of jail for a lot of stuff so I never keep track of whats happening with that. I didn't even realise that this is a present issue. So even after you serve your time, if you don't pay of all the tickets then you go back to jail?

why not, the speeding tickets are a government matter in essence, therefore the money should come out of the salary as that is supplied by the government? I do understand why people would be against that, as i've got a fair few tickets myself, easily over 20k.

I think that if they are to stay, the Salary (welfare) system should be docked. So if they have a ticket, instead of the money going into their salary, it should be forfeited and used to pay off their Tickets.

but thats the thing, if the punishment wasn't severe then no-one would care, like I dont mind going afk for 2 hours in a prison cell if it means that i get to speed all the time cause as you said it yourself, you don't care about being wanted. But I think thats not the issue you're discussing here, im not sure?
