Duration:
A BLS course takes around 4 hours (( 1 hour )) however this may vary as everyone learns at different paces.
Requirements:
Persons wishing to undertake this course will be subject to background checks. Persons convicted of serious felonies, violent crimes, or sex crimes will be excluded as per government regulations.
Note: LSPD, SADOC, and LSEMS personnel are exempt from the background checking process

(( This is a Basic Life Support Class roleplay. You will get the ability to use /cpr which extends a persons life when they are in the "downed" state. This will not revive them from the "downed" state but it will mean they stay alive for longer. You will get access to the /cpr command and a medical licence will get added to your /licenses on completion of the course ))
The /cpr command may ONLY used AFTER some form of first aid treatment has been applied. Any persons found abusing or misusing the /cpr ability will have their medical license revoked and may be punished by server staff

How about creating a zone for the entire city or areas that would be RPly populated where if a car alarm is triggered it would alert cops.
Something needs to be done about the rampant car theft. It's not realistic that any car parked outside of an NCZ gets stolen within 10 minutes of it being there. -

The ease of car theft outside of no crime zones means that cars are never parked anywhere but in an NCZ which is fairly unrealistic.
My suggestion is that when a car alarm is triggered cops are automatically notified. Realistically concerned bystanders would hear the alarm and call police.

Now I can't use any hot keys while the mini-MDC or full MDC is open
Tested indicators, engine on/off, Ctrl+B, siren mute, VOIP either N or M - None of them work

I Agree with what you said hear Parker on it being a government Branch. Won't clutter the main forums and have a structure to it.
I think we should divide the certifications in three that being (1) For Student, (2) for Recreational, and (3) Private Pilot or PPL. Each having their corresponding restrictions which gradually goes away during time, and rank. To put it simply
- Student Pilot - Can fly around Sandy Shores to Grape Seed Airfield. No Passengers.
- Recreational Pilot - Can fly anywhere around the county as long as they are 1,000 ft above any structure, and remain clear of Restricted Airspace or Class B (LSX). May carry Passengers. Aircraft restrictions? I'll leave that to the administration and government but personally it's any aircraft that dose not exceed 180 hours power.

Private Pilot - Can fly anywhere around the county or city as long as they are 1,000 ft above any structure, and remain clear of Restricted Airspace's. Can enter Class B airspace as well (LSX). Can be issued Ratings!
- Rotorcraft or Helicopter Rating.
- Government Employee Rating (LEO/SAR/Gov Factions).
- F-16 Rating. [Note: This will not be handed over like candy. You have to earn it!]
- Sport / Para-dropping Rating. [you know what this means!]
- And any others I missed.
Training?
I say do it like the DMV for the student Pilot. Before anyone can take the exam they have to come on the government forums and pass a security check. After cleared than they can walk up to the point at Sandy Shores Airfield and take the LSAA knowledge Exam for a student. After they pass they can get into an aircraft and fly the checkpoints while reading the [Instructor] words carefully! If they pass they are a student Pilot! Buy a Cessna or Dodo or what they called? Help a brother out! And fly around Sandy Shores and Grape-Seed airstrip. Yes they are restricted to LSX for the time being. Then "when they choose" they can apply for their Recreational or Jump over to PPL. The choice is yours to make.
For ATC anyone can apply for this. Pilot or not. They can communicate to other pilots over a given radio frequency.
3-2 of them on average. When off duty CTAF will be used across all airspace's. 1 at LSX, 1 at Sandy, and 1 that assists at LSX.
As for fighter jets I'm not sure how the administration wishes to do this over hear but I see it as a last case scenario. If we get a renegade plane than PD should be the primary resource. Typically planes are scrambled when it's an "unresponsive plane, or breaching restricted airspace" such as fort Zankudo or landing in the middle of the street in LS.
Other Ideas:
- Again not sure how we should restrict all the planes. I leave that open for discussion.
- /transponder ON command [Doing this will allow anyone that is an on duty ATC or pilot see the persons blimp on the map. This means you can turn it off hint hint!] Also you have to be in the aircraft in order to get the blimp.
- Ground Crewman. People that can re-fuel your aircraft.
- Mechanics like Bay View can fix planes or customize them? Is this even possible in GTAV?

I love it except for a couple of things.
1) I really don't think pilot licensing should be automated by the server. Government workers in game should have stuff to do and one of them should be conducting flight training / tests for people wanting to become pilots. This would give the faction an actual in game purpose as well as create good roleplay and hopefully keep aviation respectable.
2) PD should have nothing to do with rogue aircraft - This should be government.

I would love to see people roleplaying using drugs on the server.
Would love to drive through a back alley way and find people shooting up heroin, or find a group of people smoking weed in a car.
Drugs should be a social regular pass time on the server that have minor perks.
Traditionally in GTA roleplay servers perks for drugs have been health and armor or taking less damage...but I really want to come up with ideas beyond that.
Idea 1: Reduced jail time/fine
Rationale - Encourages criminals to use drugs regularly...particularly if they are the type to get arrested a lot. People that get arrested a lot tend to also use drugs. Also judges often take into consideration peoples personal circumstances including drug use and reduce their sentence.
You could get a message from the server when you get arrested saying something like "The justice system has taken into consideration your drug habit and reduced your sentence"
Share your thoughts on this idea and please do post your own ideas.
More drug use means more RP for cops, MD selling methadone and treating overdose, and makes drugs lucrative for drug dealers

The obvious cons to aviation in our server is the "great escape" mentality whereby criminals would use aircraft to perform crazy getaways from cops. Not at all realistic and not at all what I would like to see in the server.What I WOULD like to see in the server is respectable aviation.
Respectable aviation meaning players go through application, training and testing to get a pilots licence. Getting a pilots licence should be about as stringent as getting into a faction.
Pilots should be upstanding citizens and pass background checks to obtain a licence.

Could duplicate your character with a new stranger ID, force a name change, sell houses or w/e and market value, lock the old character off as dead, and bob is your uncle

However I'm conflicted with this. The current tutorial is very well done and it's simple to do. Getting a drivers license is usually a new player thing and is something I feel like should be available 24/7, since it's a necessity. Lets not forget that player count drops very low for quite a few hours, especially during work days, so finding someone to do this with could be a big problem for some players. It can already be pretty difficult to get your car out of PD impound during that time, now imagine if mors insurance would also be player ran.
I think this should wait a bit, until city hall is more developed and also once/if average player count rises during morning hours.

As good as this sounds in theory getting a drivers license is the first thing that people do on the server and for that reason it should remain a script thing.

We currently have people trying to rp as estate agents, as you are just copying an already existing system that is already in place (weazel news blips) it shouldn't take that much additional work.

Bullets pierce through doors quite easily (IRL they do anyway).

Name changes are just that, a change of a characters name. Whilst I recognize that we have been using them increasingly for roleplaying new characters that is not the true purpose of a name change.
Ideally what we should have is some sort of character kill support instead.

Also - Make the dead names list able to be viewed at the cemetery so people can RP visiting a characters grave. Perhaps even make it so that a memorial note can be added to a dead name.

I agree entirely except for the being forcefully kicked out of a faction or gang for two weeks because of the harm that it could have on the stability of that faction, particularly for those players who hold leadership positions. I.e. if the character in charge of recruitment or field training for a faction is killed off and there's no one to perform that role for two weeks, that'd have significant ramifications for the stable operation of that faction.
The timeframe to rejoin a faction/gang as a new character should be a matter of choice and ultimately it would be up to the player and the faction/gang to decide to introduce this new character to the story. Examples: Lateral transfer from another department, gang members from another chapter that's just moved into town etc.

Suggestion:
Create random rotating fishing zones out in the oceanPeople could go out in boats looking for good fishing spots to pick up different types of fish. You could just go out and drop a fishing line randomly around the place until you find a good spot OR you could purchase a fish finder to put in your boats inventory which would alert you when you pass over a fishing zone.
People could either work cooperatively to find good fishing spots or be nasty and rob other people for their fish.
Fishing could be a really fun social activity where people get together in a boat and go out looking to make some money together.
Ocean trawlers (tug boats) could be purchased at an extremely high price (Say $1m) however would allow you to trawl the ocean for fish and reap the benefits of catching large volumes of fish. Players would have to be careful of any robbers looking to steal the fish.
Players would be best to band together in syndicates to purchase ocean trawlers to maximize their profits.

Make all parking buildings & parking lots "CCTV Monitored Areas". If a person attempts to pick lock a vehicle in a "CCTV Monitored Area" then police will automatically be notified (similar to the store robbery notification).
This way people can park in CCTV Monitored Areas with a degree of confidence but without it being impossible for cars to be stolen.
