add rp refusal for crims with leo if bad quality rp from leo %100 warrants it

the mechanical imbalance is the disparity in rule enforcement. We have reached a point where LEOs can actively refuse roleplay with criminals, shutting down scenarios when it doesn't suit them. Yet cops are allowed to force RP people through awful, nonsensical scenarios.

Criminals are completely stripped of the right to refuse, even when the situation 100% warrants a refusal based on shite RP grounds. To top it all off the officers will literally taunt crims to their faces, laughing about how they are going to force the RP anyway because they know the crims can't do anything about it.

They wave their administrative invulnerability around like a badge of honor turning what should be a collaborative writing project into a one-sided authority trip. 

examples of reasons to allow refusal to rp with cops.

leo blatantly talking ooc disregarding /b

tazing through a windshield/window thats closed

tazed off a bike while moving

tazed off bike/car without allowed atleast 1-2 minutes to initiate a scenario.

jumping straight to tazer totally butchering the use of force continuum and not make an attempt to use physical force first
