its called desperation, it has been teased since 4 years ago , and last summer there was a vote put out in the city mall with 91% voting yes and still did not make it anywhere close, 
my believe is for the reason of inbalance, so i suggested that maybe players who was the longest in the city, and kinda start from there slowly making it more broad to everyone, 

i have been stressing this update so bad over the course of 4 years that im surprised the devs did not send a hitman yet to murder me XDXDXD
