Question about playing the game

I normally do GTA on xb1, but I'm super interested in getting it on a computer... so here's my question: Can I download Eclipse RP and play it without buying GTA on steam first?

Before you can play Eclipse RP, you must first own a copy of GTA V on Steam or the Rockstar Social Club.
