Blackjack Dealers - Handing 4 cards instead of 2

Issue/bug you are reporting: The Player had just placed a 100k bet on the blackjack table and when the dealer is normally supposed to start with 2 cards for the dealer and 2 cards for the player(s), Drake Hunter was given 4 cards immediately. 

Relevant refund request: 

Expected behavior:  For 2 cards to be given at the start, the player makes choices from there.

 also relevant to the blackjack dealer, seemingly the same issue - dealer is just giving the player cards leaving them no choice.
